When the second amendment was first created in 1792 it was meant to create a central place in towns where weapons are stored in case of intruders. This is very different than what it is today

In United States v. Cruikshank (1876) the Supreme Court ruled that the Second Amendment only prevented the federal government from infringing on the right to bear arms. They went on to say that the Second Amendment does not prevent state officials or mayors from infringing this right.
In 2008 the Second Amendment was changed closer to the right today. In District of Columbia v. Heller (2008) the Supreme Court decided that the right to bear arms applied to individual persons instead of a state wide right.

Now the second amendment has a new meaning being that United States citizens have unlimited gun acess. Government officials can't take away the average citizens firearm because of the new meaning, even though this isn't what the intent was for the Second Amendment in 1792.
